A Critics Job

Joseph Addison said that “a true critic ought to dwell rather upon excellencies than imperfections”

Isn’t that critics job? Don’t they point out the imperfections what we may now have seen, so we can turn those imperfection into excellencies?. The way I see it is that a critic sees the imperfections so that everyone else gets to see the excellencies.
